Create accounting for both Invoice and Payments take over 30 minutes to complete.
Actually I terminated the session after 45 minutes and still Create Accounting didn't complete by that time.
PLEASE.
I already cleared the CACHE.
Is there anything else I can do to fix this problem ?

I was trying to Create Accounting for the Invoice and Payment ONLINE. I didn't submit the Create Accounting porogram so there is no Request submitted.
HOWEVER, thank-you for giving me the idea to :
1) Shut Down ALL services via scripts
2) Start Up Database + Listener
3) Downsize the number of concurrent managers based on Hasan's sql script
3) Start UP the Application Server
....
This seems to have resolved my problem.
Create Accounting takes approx 1-3 minutes now.

Please verify if the profile option 'SLA: Enable Diagnostics' is disabled at all levels.
